J.J. Murphy, a service-minded city manager, is deeply committed to his career in local government and overall leadership. He has spent the last 13 years working in local government and nearly two decades serving in the United States Air Force Reserves. Murphy graduated from King’s College in 1993 with a Bachelor of Arts degree in Political Science. He also obtained a Master’s degree from Marywood University in 1998 in Public Administration. In addition, he is a graduate from the Senior Executive Institute at the Weldon Cooper Center for Public Service at the University of Virginia, and a graduate of the Harvard Kennedy School for Senior Executives in State and Local Government. He has completed a number of leadership and executive programs including the ICMA Gettysburg Leadership Institute, the Dale Carnegie Skills For Success program, and the ICMA Leadership Institute along with numerous ICMA professional development courses still in progress. He is also the recipient of a number awards from his public service career. J.J. He has proven himself an excellent leader with the ability to propel the city into a state of long lasting prosperity and overall success. During his time as the City Manager for Hobbs, he has facilitated multiple public and private partnerships in order to move key government projects forward that would have otherwise been halted for various reasons. J.J. Murphy, a service-minded city manager, collaborated with key community groups in order to raise $65 million dollars in support for a health, wellness, and learning center; partner contributions equaled more than 50 percent of the capital and operational costs for the facility. He also began consensus building efforts that resulted in unanimous support from the City Commission to fund a 12 million dollar golf course, which enhanced the overall quality of life of the city’s residents. Hobbs is part of the region known as the “EnergyPlex” because of the diverse energy industry that is now utilizing nuclear, oil, solar, and gas energy resources. Murphy doesn’t rest on economic upticks, however. His experience in less fortunate areas across the country and the world keeps him and his city’s budget disciplined and smart.
Murphy spent four years in Wilkes-Barre, Pennsylvania, studying for his Bachelor’s degree in Political Science at King’s College. During his time there, he witnessed how much local government can affect peoples’ lives. After he graduated from King’s College, he earned his Master’s degree in Public Administration from Marywood University in Scranton, Pennsylvania, in1998. He wanted to return to Wilkes-Barre, where his passion for local government began, and he did in 2002, as Deputy City Administrator. It was in this position that he began sharing his fiscal ideas designed to dig the city out of the economic downturn it had found itself in. In 2004, he was promoted to City Administrator, and the economic recovery continued. In 2012, he moved to Hobbs, New Mexico to manage the city fiscally responsibly and has encountered an economic boom. Today, Hobbs is one of the fastest growing cities of its size in the country. Over the last two years, the City of Hobbs increased their savings by over $40 million while growing the city responsibly. J.J. Five years before he began his illustrious career in the public sector, he joined the US Air Force, in which he has risen to the rank of Major. J.J. Murphy became the City Manager of Hobbs, New Mexico in 2012. He brought his extensive experience in municipal management from Wilkes-Barre, Pennsylvania to Hobbs. In Wilkes-Barre, he achieved high levels of success reviving the economy there. His implementation of a five-year recovery plan achieved a financial turnaround of $57 million from 2003 to 2009. He began his career in Wilkes-Barre as Deputy City Administrator in 2002 and received a promotion to City Administrator in 2004. Murphy has a bevy of expertise across a wide range of skills, including time management, overseeing partnerships between the public and private sector, media relations, budget implementation and control, labor relations, leadership, institutional change and development, and negotiation.
